Low-slope roofing fails differently from pitched roofing, and Tampa Bay has plenty of it: Florida rooms, low-slope additions, mid-century blocks and small commercial buildings. The failure modes are drainage-driven rather than wind-driven, and they are far less visible.
Where Tampa Bay's low-slope roofs are
Florida rooms and rear additions put a lot of low-slope surfaces onto otherwise pitched houses. Those transitions — where a low-slope addition meets a pitched roof — are among the most common leak locations we find in Tampa, Clearwater and St. Petersburg.
What actually fails
Ponding
Water still standing 48 hours after rain is a defect, not a feature. It adds weight — roughly 5.2 lb per square foot per inch of depth — degrades the membrane under UV, and invites vegetation. Our full guide: ponding water on a flat roof.
Seam failure
Single-ply membranes are only as good as their seams. Heat cycling works them loose over time, and a failed seam admits water across a wide area rather than at a point.
Flashing at transitions and curbs
Where the low-slope surface meets a wall, a pitched roof, or rooftop equipment. Water dams behind curbs that have no cricket to divert it.
Drain and scupper blockage
Nothing goes dormant in Florida, so drains partially block year-round rather than seasonally. A blocked drain turns a designed drainage path into a pond.
The question that decides cost
Whether the insulation beneath the membrane is still dry. A core cut or moisture probe answers it; looking at the surface does not. Dry insulation means you are buying a drainage or membrane fix. Saturated insulation means water is already inside the assembly, and patching over the top seals it in and guarantees a repeat.
This is why we will not quote low-slope work from a photograph. The photograph shows where water sits; it cannot show what is underneath.
The systems we install
TPO, which is available in white, reflective membranes that suit Florida sun; modified bitumen where the deck and use case suit it; and metal where slope permits. Tapered insulation can rebuild a drainage path over an existing membrane when the insulation below is still dry — often the most cost-effective fix for a ponding problem.

Universal Roof & Contracting
Florida roofing contractors since 1993
Three generations, family-owned, working Florida roofs from offices in Orlando, Tampa and Jacksonville. Everything here comes from what our crews actually find on roofs in this state — not from national roofing advice that assumes a milder climate.
Questions people ask
Why does my flat roof pond water?
Four usual causes: insufficient slope from the original build, deck deflection over time, blocked or undersized drains, and bad detailing around rooftop equipment. Water still standing 48 hours after rain is a defect worth diagnosing.
How long does a flat roof last in Florida?
It depends on the system and on drainage. A well-installed membrane with functioning drainage lasts decades; the same membrane with standing water on it can fail in a fraction of that time. Drainage matters more than the material.
Can a flat roof be repaired or does it need replacing?
That depends on whether the insulation beneath the membrane is dry, which needs a core cut or moisture probe to determine. Dry insulation means a repairable drainage or membrane problem; saturated insulation is a larger job.
What is the best flat roof material for Tampa?
TPO is available in white, reflective membranes, which suit Florida sun; modified bitumen suits certain decks and uses; metal works where slope permits. The right answer follows the building, the deck and how long you plan to hold it.
Why do Florida rooms leak so often?
Because the transition where a low-slope addition meets a pitched roof is a demanding detail, and it is frequently built or reflashed poorly. It is one of the most common leak locations we find in Tampa Bay homes.
How do I know if my flat roof insulation is wet?
Only by testing — a core cut or moisture probe through the membrane in the ponded area. Surface appearance cannot tell you, which is why quoting low-slope work from photographs is unreliable.
